When and where

  • Of the 31 crashes with a recorded time, 18 happened between 8 p.m. and 6 a.m., 4 between 4 and 8 p.m., 6 between 10 a.m. and 4 p.m., and 3 between 6 and 10 a.m.
  • 65% happened in darkness.
  • 17 of the 35 deaths were on expressways or parkways; 18 were on arterials and local streets.
  • 3 crashes killed more than one person.
  • In at least 3 crashes, a driver had a reported blood-alcohol concentration of .08 or higher. This counts known test results only; NHTSA's official alcohol estimates, which impute untested drivers, are higher.

Who owns the roads where they happened (2015–2024)

FARS has recorded the owner of the roadway since 2015. Of the 21 fatal crashes in West Islip since then:

  • State highways 14 (67%)
  • Town roads 5 (24%)
  • County roads 1 (5%)
  • City or village streets 1 (5%)

Ownership matters in New York because claims against a county, town, city or village generally require a notice of claim within 90 days (General Municipal Law § 50-e), while claims against the State are brought in the Court of Claims under Court of Claims Act § 10. This is general information, not legal advice.

Rate: 8.6 traffic deaths per 100,000 residents per year, against 9.1 for Suffolk County. This is a resident-based rate, not a measure of how risky the roads are to drive: crashes are counted where they happen, not where the people involved live, so a small community crossed by a major highway shows a high rate.

History

Before European settlement, the Town of Islip's own history places the principal village of the Secatogue people at West Islip, with other Secatogue villages at Bay Shore and Oakdale.[1] William Nicoll became the first English patentee of the wider area on November 29, 1683, purchasing land from Sachem Winnequaheagh of Connetquot and naming his 50,000-acre plantation Islip Grange after the English town he had emigrated from.[2] The Town's history separately credits Richard and Thomas Willets among the early land patentees associated with West Islip itself, alongside other patentees at Islip, Bay Shore and Sagtikos Manor.[3] The precinct of Islip was formally established in 1710, with the first elections for supervisor, constable, collector and two assessors held in 1720.[4]

West Islip's twentieth-century suburban growth left its own documentary trail. Local newspapers announced the opening of the new "Bank of Babylon" in 1956, and West Islip High School's yearbook, "Fore 'N Aft," dates to the school's first graduating class in 1958, according to the West Islip Historical Society.[17][16] West Islip's Weeks-Muncy Cemetery on Boulevard Avenue holds the grave of Revolutionary War soldier David Ruland, on which flags are placed every Memorial Day.[15]

How the roads got here

Two state touring routes run through West Islip. New York State Route 27A, Montauk Highway, appears in the New York State Department of Transportation's official touring-route description running "on Carman Mill Road, Merrick Road and Montauk Highway to Babylon, Bay Shore, Islip, East Islip, Great River"; Good Samaritan University Hospital's own street address, 1000 Montauk Highway, West Islip, confirms the route runs directly through the hamlet.[7][6] New York State Route 27, Sunrise Highway, runs along West Islip's northern edge; the same NYSDOT inventory describes the route continuing "on Sunrise Highway to Valley Stream, Lynbrook, Rockville Centre, Freeport, Massapequa Park, North Babylon, Great River, North Patchogue" further east.[8]

The Robert Moses Causeway, the state-designated Route 908J, is described in the same NYSDOT inventory simply as "Robert Moses Causeway – Suffolk County," running near West Islip's shoreline toward Captree Island, Robert Moses State Park and Fire Island.[9] Its southernmost span, the Fire Island Inlet Bridge, was dedicated by Robert Moses on June 13, 1964; The New York Times, reporting the next day, described the dedication of a "$13.5 million Fire Island Inlet bridge and a beach named in his honor."[18]

Higbie Lane, one of the hamlet's principal local roads, appears on nineteenth-century maps under a different name: the West Islip Historical Society notes that "Higbie Lane used to be called 'Love Lane'" on an 1829 map and again on an 1888 map.[14]

Law and legal history

Like other hamlets of the Town of Islip, West Islip is covered by the Town's own prior-written-notice statute. Chapter 47A, § 47A-3 of the Code of the Town of Islip, "Liability of Town," adopted June 8, 1972 and amended in 1984 and 1985, bars a civil action against the Town over a defective highway, street, bridge or sidewalk "unless written notice of such defective, out of repair, unsafe, dangerous or obstructed condition" was given to the Town Clerk or the Commissioner of Public Works, followed by a failure to repair within a reasonable time.[11]

Suffolk County courts have decided several published cases naming West Islip institutions. In Board of Education v. West Islip Teachers Association, decided January 11, 1972, Suffolk County Supreme Court considered the school board's petition to stay arbitration after a new teachers' salary schedule, made "effective as of September 1, 1971," collided with a federal wage-freeze order of that August.[19] In Board of Education of West Islip Union Free School District v. New York State Teachers' Retirement System, decided December 16, 1993, the Appellate Division, Third Department, rejected the school board's argument that Laws of 1990, chapter 175, section 1, was unconstitutional, affirming dismissal of the board's complaint.[20]

Government, courts and policing

West Islip has no government of its own; it is an unincorporated hamlet of the Town of Islip. Its school board's full legal name, "Union Free School District No. 9, Town of Islip," appears in the official caption of the 1972 arbitration case.[19] The Suffolk County Police Department's Third Precinct, based in Bay Shore, lists West Islip among the hamlets it patrols, describing service "in the hamlets of Bay Shore, Baywood, Brentwood, Brightwaters, Islip, Central Islip, East Islip, West Islip, and Islip Terrace."[12] The precinct's commanding officer is listed at 1630 5th Ave, Bay Shore, NY 11706.[13]

Road ownership in West Islip follows the state/local pattern common to Long Island hamlets: Montauk Highway and Sunrise Highway are New York State touring routes (27A and 27, respectively), while Higbie Lane carries no state or county route designation.[7][8][14]
