History

For the next century and a half the interior of the town was the "plains" or "barrens" — the 1882 county history describes how, once the railroad was built through, "Forest fires were from time to time kindled by sparks from passing locomotives" and the timber was cut for charcoal and cordwood.^[5]

Its founder was Dr. Edgar F. Peck, who "selected this as a desirable tract for an agricultural settlement of farms and gardens, and erected the principal buildings in the place, at a cost of several thousand dollars," and who "laid out and opened Ocean Avenue, (the principal street running north and south)" — the street that survives today as part of Suffolk County Road 93.^[12] By 1882 the place was being called several things at once: an 1882 history lists the principal hamlets along the railroad in Islip as "Central Islip, Lakeland, Holbrook and a part of Waverly," and names the town's post offices to include Ronkonkoma, then located at Lakeland.^[5]

Peck's own account, printed as an appendix to the same volume, traces the cause to the Long Island Rail Road's collapse: with the road and "all its affairs, rights and franchises, property and interests" in the hands of a receiver appointed by the Supreme Court, the promised freight and passenger concessions to his settlers evaporated, and he "sold out the entire property in 1851, to Chas. Wood of New York."^[4] A Lakeland resident who searched the Suffolk County Clerk's records at Riverhead reported in an 1868 letter, also printed in the volume, that he had "made very extensive examination of the Records of Suffolk County" and found no defective conveyance traceable to Peck himself.^[4]

How the roads got here

Three road layers meet in Ronkonkoma. The state layer is the Long Island Expressway, which the New York State Department of Transportation's official touring-route book describes as running from the "Queens-Midtown Tunnel on Long Island Expressway" east "to Riverhead (NY 25)," and NY 454, described in the same book as running from "(NY 25) Commack, Hauppauge, west of Patchogue (NY 27)."^[10][9] NY 454 is signed Veterans Memorial Highway, and it is the street address of the hamlet's courthouse.^[11][10]

The county layer is Suffolk County Road 93, listed by the county's Department of Public Works as "Lakeland Avenue / Ocean Avenue / Rosevale Avenue" running from the Sunrise Highway eastbound service road to Portion Road.^[12] The New York State court system's own directions to the Ronkonkoma courthouse confirm how the interchanges are lettered on the ground: drivers are told to leave the Long Island Expressway "to Exit 59 south (Ocean Ave - County Road 93)" or to "Take Exit 49 (Lakeland Avenue - County Road 93) north" from Sunrise Highway.^[10] The Town of Islip's directions to MacArthur Airport add Exit 60 to the picture — "LIE (495), Exit 60, North Service Road (second light on service road will be Ronkonkoma Avenue)" — and note that Ronkonkoma Avenue becomes Smithtown Avenue north of the bridge.^[7]

The airport itself is a road-and-rail fact as much as an aviation one. The Town of Islip's own description places it "approximately one mile south of the Ronkonkoma Branch of the Long Island Railroad," connected by a dedicated shuttle, and records that it "covers an area of 1,311 acres (531 ha) containing 3 runways and two helipads."^[7]

Law and legal history

Ronkonkoma is one of the few Long Island hamlets that is itself a seat of a court. The New York State Unified Court System's history of the Suffolk County District Court records that "The Suffolk County District Court became operational in January 1964," and that before that, "each of the five western towns of the county (Babylon, Huntington, Smithtown, Islip and Brookhaven) had what would now be considered a town justice court."^[14] The Uniform District Court Act abolished those town courts and created numbered districts: "Fifth District Court encompasses the town of Islip."^[14] In 1998, the court system opened a courthouse in Ronkonkoma: "In 1998, First District Court Civil Division opened in Ronkonkoma, sharing the facility with Fifth District Court."^[14] The court's own page for the building lists both courts at "3105 Veteran's Memorial Highway" in Ronkonkoma, telephone (631) 381-6000, and places it "on the north side of Veteran's Highway, west of Lakeland Avenue."^[10] Civil cases, small claims, landlord-tenant proceedings and Islip town-ordinance prosecutions are heard there; criminal matters for the whole county's western towns are heard at the Cohalan Court Complex in Central Islip.^[15][14]

For claims against the town over a road, sidewalk or traffic device, the governing rule is the Town of Islip's prior-written-notice law, Code of the Town of Islip § 47A-3, "Liability of Town." It bars a civil action over a defective or obstructed town highway, sidewalk, crosswalk, street marking, traffic sign, signal, tree or other town property unless written notice of the condition "was actually given to the Town Clerk or Commissioner of Public Works and there was a failure or neglect within a reasonable time" to repair it, with a parallel requirement for snow and ice claims.^[13] Because Islip runs its roads through a Department of Public Works rather than an elected highway superintendent, the notice must reach that Commissioner or the Town Clerk — not a highway department.^[13]

The airport generates its own federal legal record. In 2016 the Federal Aviation Administration published a Federal Register notice inviting comment on "a land release of a 6.1 acre airport owned parcel, not contiguous with the airport, located at 1612 Coates Avenue, Holbrook," and directed comments to the Deputy Commissioner at "Long Island MacArthur Airport, 100 Arrival Avenue, Suite 100, Ronkonkoma, New York 11779."^[8] The notice is a reminder that the town-owned airport holds land, and federal obligations, beyond the fence line of the hamlet it sits in.

Government, courts and policing

Ronkonkoma has no government of its own. It is an unincorporated part of the Town of Islip, whose code supplies its street-defect liability rule and whose Town Board governs the airport department.^[13][7]

The county's police front desks are listed by the department as the 3rd Precinct at "1630 5th Ave, Bay Shore," the 4th at "727 Veterans Memorial Hwy, Smithtown," and the 5th at "125 Waverly Ave, Patchogue."^[18] Suffolk County District Court sits in six courthouses; the court's own site states that it "has 6 Courthouses in the 5 western towns of Suffolk County (Babylon, Brookhaven, Huntington, Islip & Smithtown)," one of them being the Ronkonkoma building.^[15]

Schools on the Islip side of the hamlet fall partly to the Sachem Central School District, which describes its territory as "Stretching south towards Sunrise Highway, east near Route 112, north to Middle Country Road and east on the beaches of Lake Ronkonkoma" and which calls itself "the second largest suburban school district in New York State."^[19] Sachem's own history records that "In the fall of 1948 the Gatelot Avenue School, the first post-World War II school built on Long Island, opened its doors."^[19]

Railroad and transit

The hamlet exists because of the railroad. Bayles in 1874 could describe Lakeland only as "a railroad station," and the 1882 history lists it among the hamlets that "lie along the line of the Long Island Railroad in this town."^[5] The station remains the eastern anchor of the LIRR's Ronkonkoma Branch; the Town of Islip notes that MacArthur Airport sits "approximately one mile south of the Ronkonkoma Branch of the Long Island Railroad" with a dedicated shuttle connection, and the Sachem district describes the Ronkonkoma station as the community's key transportation point.^[7][19]
