"Rocky Point is an unincorporated hamlet on the North Shore of the Town of Brookhaven, which itself dates its founding to 1655.[1] According to an academic history of the hamlet's early Black community published by Columbia University's Mapping the African American Past project, the territory that became Rocky Point remained unsettled by Europeans until the eighteenth century, well after other parts of Brookhaven Town had been settled.[2]",
"As early as 1789, Jonah Miller, described as probably one of the earliest Black property owners in the community, lived in what the source calls the rural wilderness of Rocky Point more than two miles south of the historic village; he was a farmer who acquired substantial land, served as a witness to transactions for Black neighbors, and belonged to Mount Sinai Congregational Church.[2] By 1790 Miller's household stood alongside three other homes on North Country Road inhabited entirely by free African Americans — the Miller, Davis, Sell, and Jessup families — during New York's period of gradual emancipation, roughly 1799 to 1830.[2]",
"One of those households, headed at different times by a man called Prince and, after his death, by his wife, was listed under the name Betsey Prince as head of household in the 1820 federal census.[1][2] The house's small foundation — about 11 by 13 feet — went abandoned for roughly 150 years until New York State Museum archaeologists rediscovered it in 1991, during a cultural-resources survey performed for the state Department of Transportation ahead of proposed highway improvements to NY Route 25A.[1] The site was later found eligible for listing on the National Register of Historic Places for what it could reveal about a free Black rural household of the late eighteenth and early nineteenth centuries.[1] New African American families continued to settle in Rocky Point through the mid-nineteenth century, but by 1920 the community's Black population had substantially declined, according to the same academic history.[2]",
"In the twentieth century, Rocky Point became a center of early global radio communications: on November 5, 1921, President Warren G. Harding pressed a button in the White House to officially open RCA's Radio Central transmitting facility on land that had housed what the state Department of Environmental Conservation calls the world's largest radio transmitting station, with towers 450 feet tall capable of transmitting and receiving signals across the ocean.[3] Visitors to the site over the years included radio pioneers Guglielmo Marconi, Edwin H. Armstrong, Lee DeForest, Charles P. Steinmetz, and Nikola Tesla, and David Sarnoff, later RCA's longtime chief, served as the company's director during this era.[3] The facility operated until 1978, when RCA donated roughly 5,016 acres in Rocky Point (and a separate Southampton property, now the David A. Sarnoff Preserve) to New York State; combined with other DEC acquisitions, the Rocky Point Pine Barrens State Forest now totals about 5,135 acres.[3]"

"County Road 21, whose component name is given in Suffolk County's own road inventory as \"Yaphank Ave / Main Street / Yaphank Middle Island Road / Rocky Point Road,\" connects the Sunrise Highway/LIE corridor near Yaphank north to NY 25A, giving Rocky Point its principal north-south county connector.[7]",
"The North Country Road corridor has been the subject of state highway-improvement work for decades: it was during a New York State Department of Transportation cultural-resources survey ahead of proposed NY 25A improvements that archaeologists rediscovered the Betsey Prince house foundation in 1991, tying the hamlet's road history directly to the rediscovery of its African American settlement history.[1]",
"Route 25A frontage has also been the subject of repeated municipal land-use and condemnation litigation in Rocky Point: both the Rocky Point Drive-In parcel and the former Burger King parcel condemned in Rocky Point Realty v. Town of Brookhaven fronted directly on the highway.[8][9]"

"Rocky Point Drive-In, L.P. v. Town of Brookhaven, 21 N.Y.3d 729 (2013), is a significant New York Court of Appeals land-use decision arising from a 17-acre Rocky Point parcel, previously used as a drive-in movie theater and golf driving range, that its owner sought to develop as a 152,050-square-foot Lowe's Home Improvement Center.[8] After the Town rezoned the parcel to a new \"commercial recreation\" classification in 2000 — following a public hearing at which the landowner's predecessor filed a protest that triggered the supermajority-vote requirement of Town Law § 265, a requirement the Town board narrowly failed to meet before nonetheless declaring the parcel rezoned — years of litigation followed over whether the landowner had a vested right to develop under the prior, more permissive zoning.[8] The Court of Appeals affirmed the Appellate Division's rejection of the site-plan application under the former zoning, finding no record support for the landowner's claim of selective enforcement and holding the 'special facts exception' to ordinary vested-rights doctrine inapplicable.[8]",
"Two related condemnation cases concern a different Route 25A parcel, a roughly 37,500-square-foot lot improved with a vacant Burger King building. In a 2007 decision, the Appellate Division upheld the Town of Brookhaven's petition to condemn the property for public use, and title vested on August 11, 2008.[9] In the follow-on valuation proceeding, Matter of Rocky Point Realty, LLC v. Town of Brookhaven, 126 A.D.3d 706 (2d Dept. 2015), the Appellate Division affirmed a Supreme Court, Suffolk County judgment awarding the landowner $1,120,125 in just compensation, after the trial court found the Town's own appraisal undervalued the site despite crediting the Town appraiser's comparable sales over the claimant's higher, retail-focused valuation.[9]",
"Rocky Point's school district also appears in a 1990 Appellate Division, Third Department decision, Cario v. Sobol, 157 A.D.2d 172, which recounts that a 1958 New York State Master Plan for School District Reorganization proposed folding the Rocky Point school district into a single central district together with the Comsewogue, Mt. Sinai, Setauket, Port Jefferson, Miller Place, Shoreham, Stony Brook, and Wading River districts — a plan never carried out for Rocky Point, though two partial mergers on the list did occur (Setauket-Stony Brook in 1965 and Shoreham-Wading River in 1972); the case itself decided an unrelated dispute over state 'high tax aid' between the Comsewogue and Mt. Sinai districts.[5]"
