"The Village's own history page states that Rockville Centre traces \"its roots as a village for the Reckouackie Indians,\" followed by 17th-century Dutch and English settlement as part of a broader area called Near Rockaway, which then also included what are now Oceanside, Lynbrook and East Rockaway.[1] By 1870 the local press was already urging a home-rule referendum, and the erection of DeMott's Mill on Smith's Pond had made the settlement a commercial center for the south shore; in June 1776, a skirmish at the mill divided the fiercely Loyalist community as Revolutionary forces swept through.[1]",
"The community took its present name in 1849, when storekeeper Robert Pettit applied to the U.S. Post Office to open a post office. Several proposed names — Smithville, Smithtown, and Rockville — were rejected before \"Rockville Centre\" was accepted, a tribute Pettit chose to honor Mordecai \"Rock\" Smith, a Methodist preacher, blacksmith, farmer and justice of the peace whose father had operated the local mill.[1] \"The arrival of the railroad in 1867 heralded the entry of Rockville Centre into the modern era,\" making trips to New York City faster than the stagecoach on the Jamaica Plain Road or sailing ship from East Rockaway.[1]",
"Municipal institutions followed in quick succession: a volunteer fire company in 1875, a public library in 1882, and in February 1891 the Bank of Rockville Centre, \"the first commercial bank operated on Long Island's south shore,\" at the corner of Merrick Road and North Village Avenue.[1] By 1929 the Village had a reputation as a leading south shore financial center.[1] In 1892 the South Side High School opened — by the Village's account the South Shore's first high school — in a building that later became the Village's Municipal Building (Village Hall).[1] Voters approved incorporation on July 15, 1893, by a vote of 139 to 79 at Atheneum Hall.[1]",
"As late as 1925 the Long Island Railroad still ran at ground level through downtown Rockville Centre, and Front Street was wide enough for two-way traffic with center parking; the Village's history page notes that elevating the tracks for safety later narrowed Front Street.[1] The project was under way when, on the night of February 17, 1950, an eastbound LIRR train carrying about 800 passengers passed a red signal and collided with a westbound train on a one-way gauntlet track near Banks Avenue — a track laid in 1948 as part of the grade-crossing-elimination program then in progress. The collision killed 29 people and injured more than 100, in what a contemporary newspaper headline called the \"[w]orst chapter in [the] LIRR's history.\"[2]"

"The Long Island Rail Road's grade-crossing-elimination program reached Rockville Centre by 1948, when a one-way gauntlet track was installed near Banks Avenue in place of the at-grade crossing the Village's own history page describes as running down the center of Front Street as late as 1925.[1][2] That construction-era track configuration was in place when the fatal February 17, 1950 collision occurred.[2]"

"Rockville Centre's Village Code Chapter 66, \"Village Liability,\" was first adopted February 22, 1971 by Local Law No. 1-1971. Its original section, now § 66-1, amends Village Law § 341-a (as added by Chapter 650 of the Laws of 1927, since repealed and replaced by Village Law § 6-628) to bar civil actions against the Village over defective streets, highways, bridges, culverts, sidewalks or crosswalks, or snow and ice on them, \"unless written notice of the existence of such condition...had theretofore actually been given to the Board of Trustees.\"[5] On December 30, 2025, the Village added § 66-1.1 by Local Law No. 2-2025, a considerably more detailed prior-written-notice provision covering streets, sidewalks, alleys, crosswalks and park or recreation facilities. The new section requires notice to be \"delivered to the Village Clerk, at the office of such Clerk, in the form of a written physical hard copy,\" and specifically states that a report made by \"email, the Village's website, any service...which the Village...uses to allow the public to submit reports or service requests..., comments on a social media page..., or any other verbal, electronic or other means does not, and shall not be deemed to, satisfy\" the notice requirement.[5]",
"New York's Appellate Division has repeatedly applied the general village prior-written-notice statute, Village Law § 6-628, to Rockville Centre. In Richards v. Incorporated Village of Rockville Centre, 80 A.D.3d 594 (2d Dep't 2011), the court affirmed summary judgment for the Village on a parking-lot pothole claim after the Village showed it lacked prior written notice of the defect, rejecting the plaintiff's attempt to invoke the \"affirmative negligence exception\" without evidence the Village itself had immediately caused the defect.[6]"
