Black signed the law creating Nassau County on April 27, 1898.[1]"

"Because Carle Place has no local village code, the applicable prior-written-notice law is the Town of North Hempstead's own Code Chapter 26, \"Highways: Notice of Defect,\" adopted January 10, 1978 by Local Law No. 1-1978 and amended in 1984 and 2005. It bars any civil action against the Town or its Superintendent of Highways over a defective, unsafe or obstructed \"highway, bridge, culvert, sidewalk or crosswalk,\" or over snow or ice on one, \"unless written notice, manually subscribed by the complainant,\" was actually given to the Town Superintendent of Highways or Town Clerk and the Town failed to act on it within a reasonable time.[4] The chapter requires the Highway Superintendent to forward any such notice to the Town Clerk within 10 days, requires the Clerk to keep an indexed record of notices under Town Law § 65-a(4), and states that the chapter \"supersede[s] Subdivision I of § 65-a of the Town Law\" for the Town of North Hempstead.[4] A separate Town Code chapter, Chapter 59A, applies the same kind of notice requirement to defects on other Town-owned property.[4]",
"Civil claims up to $15,000, misdemeanors and lesser offenses, and felony arraignments for matters arising in Carle Place go to Nassau County District Court in Hempstead.[6] Larger civil matters, including personal-injury actions, go to Nassau County Supreme Court in Mineola, which the state court system says hears civil matters while County Court hears criminal matters outside New York City.[7]"
